Jos\u00e9 Jo\u00e3o Bernardes, presidente da Acrimat, diz que reforma tribut\u00e1ria beneficia frigor\u00edficos, pode monopolizar mais o setor e ser\u00e1 dif\u00edcil para pecuaristas assimilarem aumentos de tributa\u00e7\u00e3o do ICMS<\/p><\/div>\n

O presidente da Associa\u00e7\u00e3o dos Criadores de Mato Grosso (Acrimat), Jos\u00e9 Jo\u00e3o Bernardes, disse que o setor \u00e9 contra os aumentos de impostos propostos pelo projeto de reforma tribut\u00e1ria apresentado pelo Governo do Estado no in\u00edcio de novembro. Entre os pontos de discord\u00e2ncia dos ruralistas, est\u00e1 a proposta do aumento do ICMS para o boi em p\u00e9.<\/p>\n

A reforma est\u00e1 sendo debatida, em uma rodada de reuni\u00f5es, por representantes de diversos setores, entre eles a Associa\u00e7\u00e3o dos Produtores de Soja e Milho do Estado de Mato Grosso (Aprosoja), Associa\u00e7\u00e3o Mato-grossense dos Produtores de Algod\u00e3o (Ampa), Federa\u00e7\u00e3o da Agricultura e Pecu\u00e1ria de Mato Grosso (Famato), al\u00e9m da Acrimat.<\/p>\n

Um dos pontos propostos pela reforma seria o aumento do ICMS sobre a movimenta\u00e7\u00e3o dos bois vivos (boi em p\u00e9), que hoje \u00e9 de 7% e passaria para 12%. A medida, segundo o presidente da Acrimat, iria onerar os produtores.<\/p>\n

\u201cN\u00f3s entendemos que nosso segmento j\u00e1 contribui fortemente com o Estado e que ficaria muito dif\u00edcil o setor, principalmente os pecuaristas, assimilarem esses aumentos na tributa\u00e7\u00e3o. Esse aumento na al\u00edquota pouco vai aumentar a arrecada\u00e7\u00e3o para o Estado e em contrapartida vai dificultar a vida do produtor\u201d, afirmou.<\/p>\n

Ele ainda citou que as reformula\u00e7\u00f5es beneficiariam os frigor\u00edficos e, tamb\u00e9m, podem monopolizar ainda mais o setor. O presidente citou a regi\u00e3o do Araguaia, onde grande parte dos frigor\u00edficos \u00e9 controlada somente por uma empresa. Ele argumentou que \u201cessas propostas podem acabar retendo o boi dentro do Estado e, com isso, os \u00fanicos benefici\u00e1rios seriam os frigor\u00edficos, que estipulam o pre\u00e7o da carne\u201d.<\/p>\n

Bernardes esclareceu que, caso a reforma seja aprovada nos moldes atuais, com os aumentos das al\u00edquotas, em um primeiro momento, o consumidor n\u00e3o sentiria os aumentos dos pre\u00e7os da carne.<\/p>\n

O presidente disse ainda que os setores ruralistas ir\u00e3o contratar consultores tribut\u00e1rios para analisar as poss\u00edveis inconstitucionalidades na proposta da reforma. \u201cN\u00f3s precisamos verificar se n\u00e3o existem outras dubiedades de interpreta\u00e7\u00e3o e inconsist\u00eancias. Nossa preocupa\u00e7\u00e3o \u00e9 tamb\u00e9m com a parte burocr\u00e1tica, que n\u00f3s acreditamos que deveria diminuir. Estamos fazendo tudo isso porque precisamos de um processo que traga garantias aos setores\u201d, defendeu.<\/p>\n

Reforma tribut\u00e1ria<\/strong><\/p>\n

A reforma tribut\u00e1ria proposta pelo governo estadual deve passar por vota\u00e7\u00e3o na Assembleia para entrar em vigor. O objetivo do governo \u00e9 que o projeto chegue \u00e0 AL at\u00e9 o pr\u00f3ximo dia 20 e que seja aprovada ainda este ano.<\/p>\n

De acordo com o governo, a ideia \u00e9 equilibrar os impostos que incidem sobre a cadeia produtiva de Mato Grosso.
