Divulga\u00e7\u00e3o<\/p><\/div>\n

Aprovado, nesta quarta-feira (27), na Comiss\u00e3o da Agricultura, Pecu\u00e1ria e Abastecimento (CAPADR), o projeto de lei (PL 2053\/15<\/a>) do deputado federal Roberto Balestra (PP\/GO), vice-presidente do Centro-Oeste da Frente Parlamentar da Agropecu\u00e1ria (FPA), que trata da constitui\u00e7\u00e3o de im\u00f3vel rural ou fra\u00e7\u00e3o como patrim\u00f4nio de afeta\u00e7\u00e3o e institui a c\u00e9dula imobili\u00e1ria rural. O parecer, pela aprova\u00e7\u00e3o, foi do deputado federal L\u00e1zaro Botelho (PP\/TO), relator da mat\u00e9ria.<\/p>\n

A proposta autoriza o produtor rural a submeter seu im\u00f3vel rural ou fra\u00e7\u00e3o deste ao regime da afeta\u00e7\u00e3o, pelo qual o terreno e constru\u00e7\u00f5es, maquinismos, instala\u00e7\u00f5es e benfeitorias nele fixados s\u00e3o mantidos separados do restante do patrim\u00f4nio do propriet\u00e1rio. Desta forma, o dono do im\u00f3vel fica desimpedido para realizar novos empr\u00e9stimos, por conta do fracionamento da sua propriedade. \u201cUm patrim\u00f4nio, por exemplo, no valor de R$ 100.000,00, que anteriormente seria comprometido na tomada de um empr\u00e9stimo de R$ 50.000,00, poder\u00e1 ser utilizado na tomada de dois empr\u00e9stimos de R$ 50.000,00\u201d, explica o autor do projeto, o deputado Roberto Balestra.<\/p>\n

O objetivo \u00e9 simplificar, agilizar e ampliar o acesso ao cr\u00e9dito por parte do produtor rural, bem como criar alternativas ao sistema tradicional de financiamento das atividades desenvolvidas no campo. \u201cCom o PL, \u00e9 esperado que a demanda por cr\u00e9ditos e investimentos aumente no agroneg\u00f3cio brasileiro, uma vez que o fracionamento do patrim\u00f4nio afetado possibilitar\u00e1 a tomada de novos empr\u00e9stimos. Al\u00e9m disso, a proposta visa garantir a seguran\u00e7a econ\u00f4mica e jur\u00eddica para os credores, que ainda receber\u00e3o garantias para os valores emprestados\u201d, destaca Balestra.<\/p>\n

CIR \u2013\u00a0<\/strong>O projeto cria a C\u00e9dula Imobili\u00e1ria Rural (CIR), t\u00edtulo de cr\u00e9dito civil, l\u00edquido, certo, pass\u00edvel de execu\u00e7\u00e3o extrajudicial.
